JOB TITLE: Dispatching Supervisor
 

Position Summary: This position is responsible for the primary communication and organizing duties required to deliver safe, reliable, efficient, and friendly public transportation service on a daily basis. This is a safety-sensitive position.

 

Hourly Rate of Pay: $32.53 - full time position, weekend and evening availability required.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

 

OPERATIONAL DUTIES

· Maintains communication between Operators, Supervisors and the Dispatch Center.

· Applies policies, procedures, and Collective Bargaining Agreement (CBA) in all functions, reports violations to supervisors.

· Ensures compliance with Americans with Disabilities Act (ADA).

· Performs operator check-ins. Reports behaviors falling under reasonable suspicion to supervisors.

· Uses paratransit dispatch and CAD/AVL systems to keep accurate record of all service and ensure that on-time performance is maintained.

· Prepares Operator assignments on a daily basis, working with the dispatch team to assure optimal daily shift coverage.

· Accepts and schedules time-off requests from Operators and Paratransit Coordinators and ensure all leave requests conform to current policies.

· Performs and supports accurate time keeping and attendance and ensures prompt submission on the EWS.

· Completes daily, weekly and monthly record keeping.

· Maintains confidentiality of rider and personnel records and information.

· Maintains vehicle assignments to match maintenance and service needs.

· Reports safety concerns to the Safety and Security Officer

· Provides Operator performance feedback.

· Receives and processes lost and found items.

· Maintains critical communications during declared emergencies according to the Safety and Security Plan.

· Disciplinary duties include fitness for duty, uniform policies enforcement, late for work policies enforcement and any other CBA related violations.

 

CUSTOMER SERVICE

· Answers service phones and retrieves messages from voice mailboxes.

· Assist with Customer Service Reports.

· Provide assistance and education to the public regarding Mountain Line services.

 

SECONDARY FUNCTIONS

· Receives and forwards public comments to appropriate agency staff.

· Participates in solving operational problems and customer service issues.

· Assists with paratransit scheduling as needed.

· Assists with other organizational activities.

· Pre-trip vehicles, as required.

· Operate in revenue service, as necessary.

· Observes budget and resource limits for service.

· Receives on-going organization training on issues related to the position (e.g., PASS, Reasonable Suspicion, etc.).

· Performs other duties as assigned

 

JOB SKILLS AND ABILITIES

· Must be 21 years of age or older at time of hire.

· Prior to hire, must have 36 months free of moving traffic violation convictions or preventable accidents.

· Prior to hire, must have ten (10) years without a driver's license revocation or suspension.

· Possession of, or ability to obtain upon hire, a Class B, Type II Montana Commercial Driver’s License with passenger endorsement and no air brakes restriction. Ability to pass Department of Transportation (DOT) physical required for commercial license.

· Excellent problem-solving skills including ability to understand and effectively respond to emergencies.

· Ability to maintain confidential information.

· Excellent and effective organization and time management skills to manage multiple tasks simultaneously.

· Excellent oral and written communication skills.

· Excellent interpersonal skills.

· Ability to understand and follow all pertinent federal, state, and local laws, codes, and regulations including administrative and departmental policies and procedures.

· Working knowledge of occupational hazards and standard safety practices necessary in the area of work.

· Knowledge of Missoula area geography including landmarks, streets, businesses, medical facilities, and community centers.

· Ability to work flexible hours when needed, including the ability to be on call and respond quickly and effectively in emergencies and other quickly developing situations.

· Proficient computer skills, including Word, Excel, and Power point; and the ability to learn VIA and CAD/AVL and camera systems.

 

 

EDUCATION AND/OR EXPERIENCE

High school diploma or GED required with two years of experience in the operation of public transit vehicles or similar experience.

 

WORKING CONDITIONS

Work is typically performed in both an indoor and outdoor environment. The incumbent must be able to perform the essential functions of the position, with or without reasonable accommodation(s). The incumbent must be able to communicate effectively, both orally and in writing, and operate standard office equipment. The incumbent must be able to operate vehicles necessary to perform job duties. Performance of this position requires the ability to sit for long periods of time; stand, walk, bend, kneel, crouch, stoop, squat, crawl, twist, climb, push, and pull; move equipment or supplies weighing 25 pounds on a regular basis. The nature of work requires exposure to cold, heat, noise, odors, outdoors, vibration, and possible mechanical hazards.

 

Physical and mental fitness to perform the required job functions is determined by passing a required United States Department of Transportation (DOT) physical. In compliance with DOT regulations, no accommodations can be provided to individuals not passing this federally required physical.

 

INTERPERSONAL CONTACTS

· Directly works with, and under the supervision of, the Lead Operation Supervisor.

· Indirectly supervised by the Operations Manager. Daily contact.

· Works closely with administrative staff. Daily contact.

· Daily contact with operators.

· Daily contact with maintenance staff.

· Daily contact with passengers and public.

 

 

SCOPE AND EFFECT

The incumbent functions independently under the general guidance and direction of the Lead Operations Supervisor in compliance with established policies and procedures. Significant errors in judgment or lack of performance may endanger the health and safety of the customers and/or staff and may cause legal and/or financial liability for the agency.

 

The incumbent performs other job-related duties as assigned.
