Position Summary: The Human Resources
Manager is responsible for benefits administration, employee relations,
training, performance management, onboarding, policy implementation,
recruitment, employment, affirmative action, and employment law compliance.
ESSENTIAL JOB
FUNCTIONS:
Employee Relations
·
Conducts recruitment effort
for all exempt and non-exempt personnel; conducts new-employee orientations;
monitors career-pathing program;
·
Collaborates with
Communications Outreach & Marketing Specialist to write and place
advertisements;
· Handles employee relations counseling and outplacement counseling;
·
Participates
in staff meetings and attends other meetings and seminars;
·
Assists in
evaluation of reports, decisions and results of department in relation to
established goals;
·
Recommends
new approaches, policies and procedures to continually improve efficiency
of the organization and services performed;
·
Conducts
exit interviews, analyzes data and makes recommendations to the management team
for corrective action and continuous improvement;
·
Coaches,
counsels and guides managers before executing employee disciplinary actions;
·
Maintains
and processes all Unemployment Notices of Entitlement and potential charges in
a timely, efficient manner. Attends unemployment hearings when necessary;
·
Monitors
tardy and absenteeism reports and ensures proper documentation is issued on
employees who have excessive tardiness or absenteeism problems. Reports
vacation, sick, personal day and holiday use to payroll and scheduling.
Maintains and distributes report of same;
·
Monitors and
assists with tracking of incentive programs;
·
Distributes
and monitors employee performance evaluations and ensures they are done in a
timely manner;
·
Updates,
monitors and maintains eligible salary adjustments/increases based on progression
schedules per contracts;
·
Maintains and coordinates
employee recognition programs and other retention efforts;
·
Mentors and supports internal
committees (i.e., Diversity and Inclusion Committee).
Policy Administration
·
Administers
various human resource plans and procedures for all organization personnel;
assists in the development and implementation of personnel policies and
procedures; prepares and maintains employee handbooks and policies and
procedures manuals;
·
Participates
in developing department goals, objectives and systems.
Compliance
·
Administers
the compensation program;
·
Monitors the
performance evaluation program and revises as necessary;
·
Performs
benefits administration, including claims resolution, change reporting,
approving invoices for payment and communicating benefits information to
employees;
·
Develops and
maintains affirmative action program; files EEO-1 report annually; and
maintains other records, reports and logs to conform to EEO regulations;
·
Maintains
compliance with federal, state and local employment and benefits laws and
regulations.
·
Responds to
all EEOC and NLRB charges;
·
Reports, maintains
and monitors all workers' compensation case files; follows-up on open cases.
·
Administers
COBRA for group health plans;
·
Administer
FMLA program for the company;
·
Monitor
and/or input new employees into the payroll system.
Recordkeeping
·
Maintains company
organization charts and the employee directory;
·
Maintains
human resource information system records and compiles reports from the
database;
·
Maintains
all employee and applicant documentation as dictated by governing agencies;
·
Manages and
tracks all employee disciplinary action;
·
Maintains
employee personnel files;
·
Maintains,
updates and distributes the employee phone list;
·
Ensures
compliance with USCIS Form I-9 Employment Eligibility Verification;
periodically audits Forms I-9.
·
Perform
other duties as assigned.
REQUIRED
QUALIFICATIONS:
·
A
bachelor's degree and three to five years of HR experience, or a master's
degree in HR management and two years of experience in the HR field, or seven
years of experience in the HR field, or any similar combination of education
and experience.
PREFERRED
QUALIFICATIONS:
·
Master’s
degree in human resources or related field.
·
SHRM
Certified Professional (SHRM-SCP) or SHRM Senior Certified Professional
(SHRM-CP) credential.
·
Eight
to 10 years of human resource experience.
SPECIAL
REQUIREMENTS OR LICENSES:
A
driver’s license valid in the State of Montana or an acceptable means of alternate
transportation.
WORKING CONDITIONS:
Work
normally takes place in an office with frequent (51-80%) use of a computer,
telephone, and other office equipment; the noise level is typical of an office
environment. Work is also performed in a classroom environment and,
infrequently, in shop floor locations with the various noise levels associated
with those locations.
The
employee is frequently required to sit, talk, or hear; use repetitive hand
motions; handle or feel; and to stand, walk, reach, bend, stoop, or lift up to
five pounds regularly. Infrequently, moving materials weighing up
to 25 pounds may be required.
SUPERVISORY
RESPONSIBILITIES:
This position has supervisory responsibility for the Administrative
Staff.
