Position Summary: This position is responsible for supervising the day-to-day operations of the agency’s fixed route and Paratransit systems to ensure transit services are delivered in a safe, consistent and reliable manner. This is a safety-sensitive position. 

Hourly Rate of Pay: $36.21 - full time position, weekend and evening availability required.

ESSENTIAL JOB FUNCTIONS: 

Operations 

  • Coordinates job responsibilities and activities between other incumbents of this position. 

  • Coordinates assignment of buses with the dispatcher. 

  • Monitors operations, adjusts routes and schedules as needed. 

  • Responds to emergencies following established protocols and ensures that the system continues to operate as efficiently as possible. 

  • Provides on-street supervision. 

  • Maintains necessary records regarding operations, personnel functions, and work records. 

  • Conducts thorough and timely investigations of all accidents and submits reports accordingly. Provides training to all departments as appropriate. 

  • Monitors and evaluates road and route conditions. 

  • Maintains presence at Transfer Center. 

  • Assists in maintaining ADA regulations and reviewing eligibility requirements. 

Personnel 

  • Assists with training and retraining of Operators. 

  • Responsible for supervision of Operators including training, evaluation, mentoring, advocacy, and discipline as needed. 

  • Arranges, schedules and escorts staff to testing sight for drug and alcohol testing for random, reasonable suspicion, and post-accident events. 

  • Liaison between Operators and Management, representing the views of both in a respectful manner. 

 

SECONDARY FUNCTIONS: 

 

  • Assist with public relations for agency events and rider training. 

  • Monitor bus head signs, GPS, and Wi-Fi systems and respond to issues. 

  • Knowledge of technology systems on buses such as CAD/AVL, APC, and video systems. 

  • Assures that necessary materials are available to Operators 

 

 

JOB SKILLS AND ABILITIES: 

  • Must be 21 years of age or older at time of hire. 

  • Prior to hire, must have 36 months free of moving traffic violation convictions or preventable accidents. 

  • Prior to hire, must have ten (10) years without a driver's license revocation or suspension. 

  • Possession of, or ability to obtain upon hire, a Class B, Type II Montana Commercial Driver’s License with passenger endorsement and no air brakes restriction. Ability to pass Department of Transportation (DOT) physical required for commercial license. 

  • Excellent problem-solving skills including ability to understand and effectively respond to emergencies. 

  • Ability to maintain confidential information. 

  • Excellent and effective organization and time management skills to manage multiple tasks simultaneously. 

  • Excellent oral and written communication skills. 

  • Excellent interpersonal skills. 

  • Ability to understand and follow all pertinent federal, state, and local laws, codes, and regulations including administrative and departmental policies and procedures. 

  • Working knowledge of occupational hazards and standard safety practices necessary in the area of work. 

  • Knowledge of Missoula area geography including landmarks, streets, businesses, medical facilities, and community centers. 

  • Ability to work flexible hours when needed, including the ability to be on call and respond quickly and effectively in emergencies and other quickly developing situations. 

 

PREFERRED QUALIFICATIONS: 

High school diploma or GED required with two years of experience in the operation of public transit vehicles or similar experience. A minimum of two (2) years of supervisory experience is preferred. 

 

WORKING CONDITIONS: 

Work is primarily performed in an office environment.   The incumbent must be able to perform the essential functions of the position, with or without reasonable accommodation(s). Performance of this position requires the ability to sit, stand, walk, bend, reach; move equipment and/or supplies weighing up to 25 pounds on an occasional basis.  The incumbent must be able to communicate effectively, both orally and in writing, operate standard office equipment, and operate an agency vehicle to perform duties.  Position may require alteration of scheduled hours or days off as necessary. 

 

SUPERVISORY RESPONSIBILITIES: 

This position is supervisory. Directly oversee approximately 70 bus Operators.
