Job Title: Operations Manager

Location: Missoula, MT - onsite

Organization: Missoula Urban Transportation District - Mountain Line

Salary Range: $99,201.96-$115,351.12

Exempt, Salary, Non-Represented, Full Time

 

Position Summary: This position is responsible for supervising the day-to-day operations of the agency’s fixed route and paratransit operations departments. This is a safety-sensitive position.  This position assumes responsibilities of the Director of Operations in their absence.   

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES 

  • Operations Department Supervision 

  • Coordinates scheduling for the Road Supervisors, Dispatching Supervisors, and Paratransit Coordinators.

  • Works with Supervisors to adjust routes and schedules as needed, including unusual circumstances; provides on-street supervision as needed. 

  • Responsible for the safety and security needs at all agency facilities. 

  • Monitors the dispatching of buses in coordination with the Maintenance Manager. 

  • Maintains necessary records regarding operations, personnel functions, and work records. 

  • Ensures efficient tracking of key indicators, including parts and maintenance costs, fuel consumption, fleet mileage, and miles per road call. 

  • Prepare agendas for weekly operations meetings with Supervisors 

  • Meets weekly with Supervisors

  • Schedules all Supervisors and Para Coordinators.

  • Monitors mechanical deficiencies reported by Operators. 

  • Prepares run cuts and run picks. 

  • Reviews all accidents with Supervisors.

  • Responsible for all Performance reviews of Supervisors, Bus Operators and Para Coordinators.

  • Works with the union on initial stages of a grievance process.

  • Reviews and approves timecards for direct reports and ensures all Para Coordinators and Bus Operators review and submit their timecards.

Personnel 

  • Assist in the hiring process of Operators and Operations Supervisors. 

  • Ensures all OSHA, FTA, and agency regulations and policies are upheld and are readily available to staff. 

  • Oversees and assists with the productivity of the Operations Supervisors.     

  • Oversees supervision of Operators. 

SECONDARY FUNCTIONS 

  • Provide information and recommendations for changes during collective bargaining contract negotiations. 

  • Liaison between Operators and Management, representing the views of both in a respectful manner. 

  • Assists in revisions to policies and/or manuals and SOPs. 

  • Provide information and recommendations for the procurement of new equipment as it pertains to safety and security. 

  • Knowledge of technology systems on buses such as CAD/AVL, APC, Wi-Fi, GPS, head signs, and video systems. 

  • Participates as a member of the Safety and Security Committee. 

 

 

SUPERVISORY RESPONSIBILITY 

This is a supervisory position. This position directly supervises Road Supervisors, Dispatching Supervisors, and Paratransit Coordinators, and indirectly supervises Operators.

 

JOB SKILLS AND ABILITIES 

  • Must be 21 years of age or older at time of hire. 

  • Prior to hire, must have 36 months free of moving traffic violations, convictions or preventable accidents. 

  • Prior to hire, must have ten (10) years without a driver's license revocation or suspension. 

  • Possession of, or ability to obtain upon hire, a Class B, Type II Montana Commercial Driver’s License with passenger endorsement and no air brakes restriction.  Ability to pass Department of Transportation (DOT) physical required for commercial license. 

  • Excellent problem-solving skills including the ability to understand and effectively respond to emergencies. 

  • Ability to maintain confidential information. 

  • Excellent and effective organization and time management skills to manage multiple tasks simultaneously. 

  • Excellent oral and written communication skills. 

  • Excellent interpersonal skills. 

  • Ability to understand and follow all pertinent federal, state, and local laws, codes, and regulations including administrative and departmental policies and procedures. 

  • Working knowledge of occupational hazards and standard safety practices necessary.

  • Knowledge of Missoula area geography including landmarks, streets, businesses, medical facilities, and community centers. 

  • Ability to work flexible hours when needed, including the ability to be on call and respond quickly and effectively in emergencies and other quickly developing situations. 

     

EDUCATION AND/OR EXPERIENCE 

High school diploma or GED required with minimum five (5) years of experience in the operation of public transit vehicles or similar experience.  A minimum of three (3) years of supervisory experience is required.

 

WORKING CONDITIONS 

Work is typically performed in both an indoor and outdoor environment.  The incumbent must be able to perform the essential functions of the position, with or without reasonable accommodation(s). The incumbent must be able to operate vehicles necessary to perform job duties.  Performance of this position requires the ability to sit for long periods of time; stand, walk, bend, kneel, crouch, stoop, squat, crawl, twist, climb, push, and pull; move equipment or supplies weighing 25 pounds on a regular basis.  The nature of work requires exposure to cold, heat, noise, odors, outdoors, vibration, and possible mechanical hazards. 

Physical and mental fitness to perform the required job functions is determined by passing a required United States Department of Transportation (DOT) physical. In compliance with DOT regulations, no accommodation can be provided to individuals not passing this federally required physical. 

 

INTERPERSONAL CONTACTS 

  • Directly works with, and under the supervision of, the Director of Operations. 
  • Regular interaction with the Chief Operating Officer, Director of Finance, Director of Projects, Planning and Innovation, Director of Human Resources, IT, and Communications. 

Daily contact with Supervisors, operators, maintenance staff, administrative staff, and the public.
